Calculator Policy Rescinded:

ETS was asked to write a policy on the calculator by several states. As we ha

ve always stated, HiSET is calculator neutral and it makes no difference for the assessment if a scientific calculator is used or a four function calculator.  We can absolutely change the policy to scientific if that is desired. I believe it would be easier to use a scientific calculator in multi-vendor states since the other vendors use scientific.  

ETS does not allow test takers to bring their own calculator to testing.  This cannot be changed.  A four function calculator was written into the policy under the assumption it was preferred by the states and since that is what students have access to in the CBT version.  We also didn't want testing centers to have increased expense for purchasing scientific calculators.

5/18/15:  Reminder from OCTAE - Workforce Innovation and Opportunity Act Quick Start Action Planner:  One-Stop Center Service Design

The Department of Labor’s Employment and Training Administration recently released the Workforce Innovation and Opportunity Act (WIOA) Quick Start Action Planner (QSAP), a new technical assistance tool for implementing the WIOA. According to its website, the QSAP “is an interactive, self-paced assessment tool designed to help leaders at all levels of the public workforce system plan for this transformation and prepare for implementation of WIOA.” The QSAP was designed to help entities identify the strengths and weaknesses in their workforce systems. It will also help connect workforce leaders to targeted resources to help them prepare and plan effectively for WIOA implementation.

The tool is intended for both local and state public workforce system leaders. Accessing and completing the QSAP and holding results discussions “will help states and local areas develop a common understanding of their readiness to implement WIOA and jointly develop a plan to address opportunities for action.”

Workforce Innovation and Opportunity Act— Five Notices of Proposed Rulemaking Available for Public Inspection:  Sixty Day Comment Period Begins April 16

Below are the Title I, Title II proposed regulations for WIOA along with the listing of the tables of contents for the two documents that highlight the key sections related to our adult education programs. This material was sent to State Directors of Adult Education last Friday. After April 16, 2016 The US Department of Education will be accepting comments on these rules.

Once the state directors have fully examined the proposed rules i will be issuing materials that will highlight the critical issues for our programs. I hope to have input from other states by our April meeting.

8. Career Pathways:  Ability to Benefit - Eligibility for Students Without a Valid High School Diploma Who Are Enrolled in Eligible Career Pathway Programs

The US Department of Education (ED) announced guidance on student eligibility for Pell Grants and other forms of student financial aid.  Under the Higher Education Act’s “Ability to Benefit” (ATB) provision, federal student aid will be available to those who do not have a high school diploma, if they participate in eligible career pathway programs. You can take a look at ED's  letter, and read how it defines an “eligible” career pathway program and addresses participating students’ eligibility for Title IV student financial aid.

9. Career Pathways:  Standards /frameworks for Career Pathways Curriculum Development

For anyone looking for guidance on developing Career Pathways curriculum, I highly suggest checking The National Center for Innovation in Career and Technical Education's website.   It is a free, federal resource offering a training series to strengthen educators’ capacity to design and deliver standards-based, integrated curriculum. Available lessons detail what college and career readiness means at the high school level and include concrete examples and practical guidance to help integrate Common Core State Standards with demanding technical skills.  

Below is the description of  Career Pathway Implementation 101: Developing High-Quality Curriculum and Instructional Practice

This introductory webinar focuses on the core components of comprehensive, high-quality pathways, and introduces a framework for defining key characteristics of learning and teaching practice within pathways. The webinar will address topics such as delivering a challenging academic core emphasizing real-world application; providing a demanding technical curriculum; using work-based learning to support instruction; providing student supports to assist all students to successfully meet outcomes; summarizing the instructional shifts in Linked Learning; and the role communities of practice play in supporting pathway instruction. Follow-up webinars will address in greater detail selected issues raised during this overview.

10. COABE Adult Educator Resources Searchable Database

Quite a few professional development resources have now been uploaded to the new, free COABE Educator Resources online searchable database at There are many resources that were presentation slides or handouts from the recent COABE conference in Denver, and a few professional development video links that I have uploaded, and perhaps others. You can browse them all or look at them by category: Mathematics/numeracy, reading, writing, science etc. 

How to Log in

  1. On select the Register Now! Button at the upper right.
  2. Complete your Registration information. (Note: for the password you need a minimum of five characters, case sensitive, including one number and one symbol.) Record your user ID and password where you can find it.
  3. Check your email to activate your account. Just click on the link in the email message. It will bring you back to the Teacher Resources web page.
  4. Log in with your user ID and password.
  5. Choose a resource and look at it.
  6. Go back to the page that described the resource. Choose “Comment” to comment and “Rate this Resource” to rate it.

11. ESL:  U.S. Citizenship & Teacher Competencies Discussion

From June 22nd to the 24th, the Adult English Language Learners Community of Practice will host a discussion focused on teacher competencies and knowledge for teachers in adult citizenship education programs. Topics may include various examples of teacher competencies, comparing adult citizenship and ESL teacher competencies, organizing competencies into a framework, and using teacher competencies to improve instruction. 

This discussion will be relevant to teachers of citizenship and civics to adult ELLs, those helping eligible Lawful Permanent Residents prepare for the naturalization interview and test, adult ESL teachers, and program administrators. 

Our discussion will be led by Paul Kim and Kelton Williams of US Citizenship and Immigration Service. During the discussion, members will have the opportunity to learn about USCIS and other relevant resource to assist adult education program administrators and teachers in developing teacher competencies for adult citizenship education programs.

Save these dates for the upcoming discussion. We'll look forward to your questions as well as your ideas for best practices related to citizenship education.

13. Reading:  Vocabulary Strategies

… it's helpful to point out that the standards outline what we are to teach, but not how -- in this case, how to teach vocabulary effectively. I've been looking to the work of Keith Folse, Susana Dutro, Kate Kinsella, and Robert Marzano to better understand what good vocabulary instruction looks like. Dutro and Kinsella (2010) advocate the following steps for teaching vocabulary to English language learners in K12.

·        Write the word and pronounce it a few times.

·        Break long words into syllables and tap out the syllables, emphasizing the stressed syllable.

·        Lead learners in quick pronunciation practice.

·        Explain the word clearly (not exhaustively) using student-friendly language.

·        Provide a visual representation and/or have learners create a picture.

·        Give two easy to understand examples.

·        Engage learners in structured oral and written tasks

Robert Marzano has written extensively on teaching vocabulary for children, not exclusive to language learners, for years. At this link, you can read his 2009 Educational Leadership article "The Art and Science of Teaching: Six Steps to Better Vocabulary Instruction."  Marzano's six steps are as follows:

·        Provide a description, explanation, or example of the new term.

·        Ask students to restate the description, explanation, or example in their own words.

·        Ask students to construct a picture, pictograph, or symbolic representation of the term.

·        Engage students periodically in activities that help them add to their knowledge of the terms in their vocabulary notebooks.

·        Periodically ask students to discuss the terms with one another.

·        Involve students periodically in games that enable them to play with terms.

14. Reading:  Vocabulary – Teaching Abstract Concepts and Terms

The following two video links discuss an approach to teaching vocabulary dealing with abstract terms. The teaching technique used in these videos, created by David Rosen and Owen Hartford, are called Adult Fluency and Vocabulary (AFV). The teacher, Wendy Quinones, also refers to the Adult Reading Components Study (ARCS).

15. Technology:  How to Keep Up with New Resources - Symbaloo

A group of us were talking at lunch about how impossible it is to keep up with all the new sites, apps, tools, etc. that become available.  It can also be overwhelming to provide a list to students, not to mention the chances of them entering a URL incorrectly or losing the exact page on a link that you want them to go to.

One way that I have worked with students that seems to help with that is SYMBALOO (particularly, 

I can create "mixes" of resources for students to review.  I can also "borrow" mixes from other educators.  Here's an example of a "directory" mix:

And here is one with a lot of different resources for a multi-level class:

It has a "social media" component, which is great.  As I said, you can borrow the mixes from other teachers rather than recreate the wheel.

16. WIOA:  Aligned by Design – WIOA and Adult Education (Title II)

While this coordination across titles is required regardless of whether states chose to create a "unified plan" or "combined plan" under WIOA, much remains to be seen in terms of how it will occur.
