6.  National LINCS:  LINCS Community Coming Soon!

This September, the current LINCS discussion lists will transition to a new online technology platform called the LINCS Community. For a period of time, both the discussion lists and the LINCS Community will be available to us for communicating with each other. Eventually the discussion lists will be discontinued and all of our future conversations will take place within the LINCS Community.


The LINCS Community will be made up of groups based on the current discussion lists and other topics in the LINCS Resource Collection. Our PD List will become the Evidence-based Professional Development Group, and our conversations within the group will focus on issues related to designing, implementing, and evaluating staff development. The purpose of this new group is the same as this discussion list. Only the name has changed.


This community of practice will work in tandem with other LINCS resources, such as the reorganized Resource Collection and on-demand, web-based professional development opportunities, to advance our profession by expanding evidence-based practice in adult education.


The LINCS Community will:


        Connect us to a wide-reaching network of peers and leaders in the field;

        Incorporate high-quality, vetted resources from the LINCS Resource Collection;

        Be supported by a community manager, group leaders, and subject matter expert facilitators;

        Connect us to professional development opportunities such as free online courses and trainings; and

        Provide us with one-stop access to additional adult education and workforce initiatives.


More information will follow throughout August, including messages about the LINCS Community features, leadership structure, and registration instructions.


7.  ESL:  ELLU, The National Adult English Language Learning Professional Development Network

ELL-U, a free professional development network for teachers working with adult English Language Learners (ELLs), is now hosting several free professional development online courses. Participants receive a certificate of completion for ELL-U learning activities that can be submitted to states or program in accordance with local requirements.

The ELL-U Orientation Tutorial (OC00) is our newest offering! It offers participants a clear roadmap for using the site for professional growth. This tutorial provides guidance on how to best utilize ELL-U resources, learning activities, and communities to improve teacher practice.  

Second Language Acquisition: Myths, Beliefs, and What the Research Shows (OC01) offers participants a self-paced, online research-based introduction to second language acquisition by exploring common myths and beliefs about how languages are taught and learned. This course will counter or clarify popular views about second language acquisition and help course participants examine, develop, challenge, and support their knowledge and beliefs about how adults learn a new language.

Teaching Adult ELLs Who Are Emergent Readers (OC02) offers participants self-paced, research-based information about teaching adult ELLs who are just beginning to acquire print literacy largely due to lack of access to formal schooling. This course will clarify how and why this particular ELL population is unique, offer processes for identifying emergent readers, and explore a range of teaching/assessment strategies that build initial literacy in adult ELLs. Finally, course participants will have the opportunity to consider how the information presented in the course applies to classroom language learning practices in a range of settings.

 ELL-U is an innovative and interactive free professional development network for ESOL practitioners. We are excited to announce a new interactive online professional development resource for adult educators  - focusing on standards-based instruction and quality instructional principles:   EFFTIPS


Hosted by the Equipped for the Future (EFF) Project, this site provides short, readily applicable teaching and learning strategies instructors can both try out immediately and further explore. Posts are designed to facilitate an exchange of ideas among adult education teachers implementing standards-based instruction and/or quality instructional principles.  For example, the August 17 post was about engaging beginning writers.

10.  Workforce:    Urban Institute Report

I'm writing to share a recent Urban Institute report, Labor Market and Demographic Analysis: A National Picture of Short-term Employment Growth by Skill, which examines the continuing pace of economic recovery by industry sector, occupational categories and skill levels.


The report states that:

        Over the next five years, although job growth will be modest to slow across the board, it is projected to be slightly higher for jobs that require both the lowest and highest levels of education. The largest net gains in employment for jobs that require less than a high school education will be in the leisure and hospitality sector. The second largest growth will be in the professional and business services sector, with additional jobs appearing in construction as that sector continues to recover.

        For jobs requiring just a high school education, employment growth is spread across several industries. Professional and business services, leisure and hospitality, and health services have the largest net gains. Wholesale and retail trade, as well as the recovering construction and government sectors, will also show gains.

        Projections for future employment growth over the next five years show improvements in all sectors, but even with continued growth, construction, manufacturing, wholesale, and retail trade are not projected to regain prior 2007 employment levels by 2017. Jobs requiring high school or less than high school education are not projected to return to their 2007 level until 2014.

The report also discusses current-year unemployment by education level, race and age, and highlights the disproportionate share of lower-skilled job seekers. As of February, the national unemployment rates for individuals age 18 and older with less than a high school or just a high school education were 17.6% and 10.9% compared with an overall unemployment rate of 8.5%. According to our annual performance survey data, about a third of alternative staffing organization employees (32%) have less than a high school diploma while nearly half (47%) are high school graduates with no college.

Looking ahead, we're working to develop a session at October's annual conference that focuses on staffing opportunities in the leisure and hospitality sector, with input from both human resource buyers and alternative staffing operators. Another session will focus on analyzing local market opportunities to Get Ready for the Next Wave of Jobs.
